There are maybe some other better ways to do this, but I only can figure out following method:
\[f'(y)=\dfrac{\partial f(x)}{\partial x}\Bigl\lvert_x=y\]
\[\Bigl\lvert\frac{a}{b}\Bigr\rvert\]
\[f'(y)=\dfrac{\partial f(x)}{\partial x}\Bigl\lvert_x=y\]
\[\Bigl\lvert\frac{a}{b}\Bigr\rvert\]
